This means you’ve entered your log in details incorrectly and are subsequently locked out from using your passnumber and memorable data to log in. You can still log in using your card and card reader. Once logged in you can set new memorable information.

If you don't have a card or card reader you will need to re-register.  If you re-register, you must not log in until you receive your new details - even if you subsequently remember your original details. Re-registering cancels your existing log in details so if you use them your account will be locked out, which will also invalidate the new details that are on the way to you in the post.
